8. RATIFICATION OF REASSIGNMENT OF STUDENTS TO SCHOOLS
Description

Reassignment of students to schools within the county have been approved by the administration or recommended by the Student Reassignment Appeal Board, in accordance with policies of the School Board.  They are presented for formal ratification.

AGREEMENTS/CONTRACTS

9. APPROVAL OF CONTRACT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND THE SARASOTA COUNTY HEALTH DEPARTMENT TO HIRE RN'S FOR THE HIGH SCHOOLS
Description
This is a continued collaborative project between the School Board, Sarasota Memorial Hospital, Sarasota County Government and Sarasota County Health Department, to hire five additional registered nurses, so that each high school will have a full-time RN.

Recommendation
That the Board approve the contract with the Sarasota Health Department to hire additional RN's for the high schools.

GRANTS

10. APPROVAL OF THE APPLICATION FOR DRIVER EDUCATION ENHANCEMENT FUNDS TO PROVIDE COLLISION AVOIDANCE TRAINING, CLASSROOM INSTRUCTION, AND BEHIND THE WHEEL INSTRUCTION TO APPROXIMATELY 800 SARASOTA COUNTY HIGH SCHOOL STUDENTS
Description
Pursuant to Section 318.1215, Florida Statutes and Section 122-35 of the Sarasota County Code, a $5.00 surcharge has been added to each civil traffic penalty in Sarasota County to enhance the funding of driver education programs in public and nonpublic schools located in Sarasota County. The funds are restricted to the enhancement of driver education programs and are to be used for direct educational expenses only. Only driver education programs that require a minimum of 30 percent of a student's time spent in "behind-the-wheel" training are eligible to receive the funds.

Recommendation
That the application for driver education enhancement funds to provide collision avoidance training, classroom instruction, and behind the wheel instruction to approximately 800 Sarasota County high school students be approved.

EXPULSIONS

11. APPROVAL OF EXPULSION CASE NO. 09-161
Description
The student listed in Expulsion Case No. 09-161 is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On November 21, 2008, the student listed in Expulsion Case No. 09-161 violated School Board Policy 5.34(1)(d), Inappropriate Sexual Activity.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until December 3 of the 2009-2010 academic year.

Recommendation

That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 09-161, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until December 3 of the 2009-2010 academic year.

12. APPROVAL OF EXPULSION CASE NO. 10-017
Description

On September 8, 2009, the student listed in Expulsion Case No. 10-017, violated School Board Policy 5.34 (1)(d), Fighting.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 30 of the 2009-2010 academic year.



Recommendation

That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case 10-017, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until June 30 of 2009-2010 academic year.

13. APPROVAL OF EXPULSION CASE NO. 10-019
Description

On September 11, 2009, the student listed in Expulsion Case No. 10-019, violated School Board Policy 5.34(1)(d), Theft.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 4 of the 2009-2010 academic year.



Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case 10-019, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until June 4 of 2009-2010.

14. APPROVAL OF EXPULSION CASE NO. 09-439
Description

School Board Policy 5.34(4), permits the Board to hold in abeyance the expulsion of a student if the student participates in a recognized alternative-to-expulsion program.  This student is being placed in an alternative school.



Recommendation

That Expulsion Case No. 09-439, be held in abeyance per School Board Policy 5.34(4).

15. APPROVAL OF EXPULSION CASE NO. 09-351
Description

Board Policy 5.34(1)(4) permits the Board to hold in abeyance the expulsion of a student if the student participates in a recognized alternative-to-expulsion program.  This student has violated the Expulsion Settlement Agreement and her expulsion reinstated.



Recommendation
That the abeyance of Expulsion Case No. 09-351 be rescinded per School Board Policy 5.34(1)(4).

16. APPROVAL OF EXPULSION CASE NO. 10-029
Description

On September 18, 2009, the student listed in Expulsion Case No. 10-029, violated School Board Policy 5.34(1)(d), Physical Aggression Toward Students and Cyberbullying.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until the beginning of the 2010-2011 academic year.



Recommendation

That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case 10-029, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2009-2010 academic year, the 2010 summer session, until the beginning of the 2010-2011 academic year.

Description

The student listed in Expulsion Case No. 09-340, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On March 23, 2009, the student listed in Expulsion Case No. 09-340, violated School Board Policy 5.34(1)(d), Physical Aggression Toward Students.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 30 of the 2009-2010 academic year.

Description
On May 4, 2009, the student listed in Expulsion Case No. 09-440, violated School Board Policy 5.34(1)(d), Physical Aggression Against Another Student.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 4 of the 2009-2010 academic year.

Recommendation

MATERIALS MANAGEMENT

19. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED
Description
The custodians of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable.  Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.

Recommendation
That the classification of equipment and furniture, as property to be deleted, be approved.

CONSTRUCTION

20. ACCEPTANCE OF CONSTRUCTION SERVICES' PROJECT(S) COMPLETION AND APPROVAL OF FINAL PAYMENT TO CONTRACTOR
Description
The substantial completion dates, original and final contract amounts are summarized on the enclosure for ease of review.  All work has been completed and all required close-out documents have been received from the contractor.  The Executive Director of Construction Services has determined that the projects are complete in accordance with state statutes.

Recommendation
That the cited Construction Services' projects be accepted as complete and the final payment to contractors be approved as presented.

21. APPROVAL OF UPDATE #1 TO THE 2009/2010 ANNUAL CERTIFICATION OF PROFESSIONALS FOR CONSTRUCTION RELATED SERVICES
Description

The recommended professionals have submitted annual request for certification by the School Board to provide professional construction related services for Sarasota County School Board projects.  These submissions are in accordance with School Board Policy #7.71.  The initial list for 2009-2010 was Board approved 7/21/2009 (Item #64).  The newly added firms are identified, on the enclosure, at the end of the initial listing and are in bold print.  Upon Board approval, the pertinent data from these submissions will be incorporated to the existing list.

That Update #1 to the 2009-2010 Annual Certification of Professionals for Construction Related Services be approved as presented.

22. APPROVAL OF INTERLOCAL AGREEMENT BETWEEN SARASOTA COUNTY AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, FOR PROJECT MANAGEMENT AND RELATED CONSTRUCTION SERVICES
Description

The purpose of this agreement is for Sarasota County to utilize the project management and related construction services available within the School Board of Sarasota County, Florida.  The School Board employs staff possessing expertise in this area and will provide said services to the County on an hourly basis.  The Sarasota County Commission approved this agreement at their 9/23/2009 meeting.  This agreement has been approved by the School Board attorney.



Recommendation
That the Interlocal Agreement between Sarasota County and the School Board of Sarasota County, Florida, for Project Management and Construction Related Services be approved as presented.

23. APPROVAL OF RANKING OF ARCHITECTS FOR THE BOOKER HIGH SCHOOL - REBUILD PROJECT
Description

The project's scope of work shall include design and construction administration services for reconstruction of the Booker High School campus buildings and related site work.  The project will be multi-phased.  On 10/9/2009, the Professional Services Selection Committee (PSSC) met to select an architect for this project.  The PSSC has ranked them in accordance with Board policy.  The preliminary project budget is approximately $45,000,000.00.  Funds for this project are available in the capital budget account.



Recommendation
That the ranking of architects for the Booker High School - Rebuild project be approved as presented and the Executive Director of Construction Services be authorized to attempt negotiations with the top-ranked firm.

Description
